A unique opportunity for an experienced Human Resources professional to serve the Church while leading the development of a valuable support program benefitting Catholic employers nationwide. The Catholic Benefits Association (CBA), located just south of Denver, Colorado, is a membership organization made up of Dioceses, Church affiliates, and privately-owned Catholic businesses. It currently represents 1000 employers with 88,000 employees enrolled in their benefits programs. CBA has and continues to litigate successfully in defense of member employer’s First Amendment right to operate ministries and businesses in a Catholic compliant manner. Through its Ethics Committee (comprised of seven Archbishop Board Members) and its legal team, CBA also provides moral and legal guidance to members in the areas of employment practices and the provision of employee benefits. In the past year, through its wholly owned Catholic Insurance Company (CIC), a Catholic-based Health services program has been made available to interested self-insured member organizations. Throughout its six-year history, CBA has responded to a growing number of member requests for interpretation, clarification, or operational recommendations/documents related to employment and benefits practices in a constantly changing legal and regulatory environment. As part of its commitment to expanding member services, at no additional cost, CBA has created the new senior management position of Director of Human Resources Consultative Services. This unique position will provide support to member administrators across a broad range of employment specialties. The Director, reporting to the CEO, will be part of the management team and will often be the first point of contact for members seeking employment related assistance. In addition to real-time advice, the Director will coordinate with management team members, legal counsel, Ethics Committee, and others to provide deeper analysis of and solutions to operational challenges and will help develop practical implementation strategies for those solutions. Supported by all of CBA’s resources, the Director will propose, develop, implement, and maintain a variety of informational and educational opportunities for members. These may include, but not be limited to, development of and participation in CBA sponsored Webinars, the Member Only Forum on CBA’s website, formal written guidance or opinion papers, downloadable template policy/procedure/job description documents, timely “all members” communications, and more. The person who accepts this role must a practicing Catholic with a well formed understanding of Church teachings and who exemplifies the best of the Catholic faith in both their professional and personal life. Essential Duties and Responsibilities Partner with CBA’s member organizations to provide human resources (HR) consulting and services to ensure members’ HR policies and practices and benefits policies are compliant with Catholic values, teachings, and canon law and with federal, state, and local employment laws and regulations Design, develop, and deliver educational sessions on CBA HR resources and services to assist member organizations with integrating their Catholic identity and values into their HR architecture and benefits policies Design, develop, and deliver HR services to member organizations, including benefits recommendations and HR policies, consistent with Catholic teaching Develop, implement, and oversee a communications medium which facilitates communication among HR professionals of CBA member organizations Assist with member employee relations issues and conduct professional, thorough, and appropriately confidential investigations Maintain ongoing, consistent communication with members to identify new, unusual, or trending employment-related challenges, particularly those that impact members’ Catholic faith, and work with the CEO to make recommendations for response or resolution Maintain responsibility for and ensure CBA’s compliance with Catholic values, teachings, and canon law and with federal, state, and local employment laws and regulations Encourage and model respectful, collegial, and collaborative work ethic both within and outside of CBA Recommend, evaluate, and participate in staff development Serve as reliable subject matter expert on HR matters to Marketing Communications Director, as needed Partner with outside counsel as necessary Participate on committees and special projects Minimum Requirements: Faith: This position must be held by an individual who is an active, practicing Roman Catholic who is committed to the Church’s mission on earth and who exemplifies Catholic teaching in personal and professional life. There is no other background that can substitute for this requirement. Education : Bachelor’s degree in business, human resources, or related discipline is required. Master’s degree preferred. Experience : Minimum of five years working in a Catholic organization in a department with HR-related responsibilities, including at least two years in a leadership position. SHRM-SCP or SPHR certification or the ability to obtain certification within 12 months. Other background that may substitute for this requirement is listed below. Or other background demonstrating application of the following knowledge, skills, and abilities: Knowledge of the Catholic Church and its teachings Ability to apply Scripture and Church teachings in an HR context, particularly regarding benefits policies, relevant employment laws, and federal and state healthcare mandates Advanced knowledge of federal and state employment laws and regulations, HR “best practices,” and federal and state healthcare mandates related to employers Demonstrated understanding, or demonstrated ability to understand, the complex, day-to-day operations and various organizational structures of CBA members, including dioceses and parishes, healthcare systems, and educational institutions Ability to keep confidences and protect confidential information reliably Ability to communicate effectively. Ability to compose clear correspondence, to present information and concepts to large groups, and to create an environment where learning can take place effectively. Respond to the suggestions or feedback from others in a respectful, effective, and appropriate fashion Ability to manage multiple complex tasks efficiently and promptly.
